Cinnamon Apple Raisin Crisp

1/2 cup flour 1/2 cup old-fashioned or quick-cooking rolled oats 1/2 cup plus 2 Tbsp. firmly packed brown sugar , divided 1-1/4 tsp. ground cinnamon , divided 1/4 cup (1/2 stick) butter or margarine 1 cup water 1/2 cup raisins 2 Tbsp. MINUTE Tapioca 1/4 tsp. ground nutmeg 5 cups thinly sliced peeled apples
Heat oven to 350°F.
Mix flour, oats, 2 tablespoons of the brown sugar and 1/4 teaspoon of the cinnamon in medium bowl. Cut in butter until mixture resembles coarse crumbs; set aside.
Mix water, remaining 1/2 cup brown sugar, raisins, tapioca, remaining 1 teaspoon cinnamon and nutmeg in large saucepan. Let stand 10 minutes. Stir in apples. Cook, stirring constantly, on medium heat until mixture comes to full boil. Pour into 8-inch square baking dish. Sprinkle with flour mixture.
Bake 30 to 35 minutes or until juices form bubbles that burst slowly.
